I recommended a tool I found in Preview, but it was far from perfect, and not exactly snazzy looking. Today, I found Notable.

It’s free for individuals and teams of up to three. You can use a Firefox plugin to capture any web page, or upload any jpeg, png, bmp or gif. (It also, as mentioned, works on code. But I haven’t tried that yet. Because I don’t code.) Then, write your heart out:
When you’re done, you can share it directly with your designer or email a nice pretty pdf to whoever you like:
